Initial Basic Training (IBT)

Yes. A learner permit on its own grants zero on-road riding permissions. You are only road-legal once you hold both an active learner permit and a signed Certificate of Satisfactory Completion for your category. Riding without completing your IBT can lead to vehicle seizure, court fines and the invalidation of your insurance.
